Welcome to the AELERT Regulatory Officer Capability Self-Assessment Tool - ROCSAT

What is it?

This is a tool for you to evaluate your skills and capabilities against the AELERT Regulatory Officer Capability Framework.

This tool is in the form of an online survey that will ask you to rate yourself against the framework skill sets. You only need to rate yourself against those that apply to you.

The framework provides a common language describing the skills, knowledge and attributes that are critical to building regulatory capability across various proficiency levels. It sets out the minimum capabilities expected of regulatory and authorised officers in member agencies across the AELERT Network.

Five core capabilities and thirteen skill sets relevant to the role of a regulatory officer have been identified.

The regulatory capabilities have been endorsed by the AELERT National Council, which includes representatives from all jurisdictions including the Commonwealth and New Zealand.

What are the levels?

The AELERT Capability Framework has five levels, Foundational, Intermediate, Adept, Advanced and Highly Advanced, depicting an increasing set of knowledge, skills and abilities in the capability area. The degree of knowledge, skill and ability at each level is illustrated by the skill sets for each capability. The skills are indicative capabilities that illustrate effective performance. They are not an exhaustive list, nor is every capability and associated skill sets necessarily relevant to every role within the level.

Read the behavioural indicators related to each level descriptor and decide which level best matches your (or your staff member's) level of capability.

Level Descriptors Behavioural Indicators
Foundational

Has basic knowledge at an awareness level, works under direct
supervision, and relies on procedures, manuals and policies.

Intermediate

Has working knowledge and application and works under minimal
supervision.

Adept

Has pre requisite knowledge essential to perform effectively and
consistently, is working independently and can manage and advise less
experienced staff.

Advanced

Has high level knowledge essential to lead teams/sections, provide
advice, mentor staff, approve and review actions.

Highly Adanced

Has high level knowledge to provide strategic direction and oversight in
the areas of policy, resourcing and team leadership.

What’s in it for me?

You will have a greater understanding of your own capabilities. This will help inform discussions with your supervisor to identify areas of development need and areas where your capability exceeds expectations.

Your completion of the tool will also help you identify skill development activities to support your career progression.

Many of the capabilities are mapped against nationally recognised units of competency and the Australian Training Framework. Completion of the tool will allow you to see where you sit against these standards. This can help guide you in identifying higher education opportunities.

Why self-evaluate?

The skill sets are broken into five level descriptors: Foundational through to Highly Advanced.

It is expected that you will have displayed all the behavioural indicators you wish to be evaluated against, along with all previous levels.

Who will see the results?

Only you will see the results. You’ll be asked to fill in identifying information and once you have completed your self-assessment, you and your supervisor can discuss the results. Your supervisor may also use this tool to evaluate you and you can compare the results. This may give a clearer indication of your current capabilities.

How to complete this survey

To start the survey for yourself or for an employee simply fill out the required information below and scroll down through the survey questions. Remember you only need to rate yourself against those that apply to you or to the employee being assessed. Please check the N/A box for all other questions that do not apply.

Before starting the survey, please familiarise yourself with the behavioural indicators and the level descriptors presented above, and with the skillset for each Core Capability. There are hyperlinks to the skillset definitions throughout the survey, under each Core Capability. Make sure you read the behavioural indicators related to each level descriptor to determine which level best matches your (or your staff member's) level of capability.

It is not possible to save your answers and return to the survey later, so you must answer the questions in one go and save your responses at the end. You can then view your results and download a PDF file for your records under the Self Assessment Summaries tab. If you wish to discuss the results with your supervisor or employee, you will need to email the PDF file to the appropriate person.
